Local Marketing in Colombia: Meta, TikTok and Bre-B
A small business in Colombia can reach most online adults with Meta ads and TikTok, and can take payments through Bre-B, the Banco de la República instant payment system. DataReportal's Digital 2026 report lists 41.7 million internet users (77.8% of 53.6 million people), Facebook ad reach of 36.4 million and Instagram ad reach of 21.6 million. This guide uses that report, World Bank data and central bank pages.
It covers shops, cafes, salons, clinics and service businesses in Bogota, Medellin, Cali and other cities. It gives no ad prices because no public Colombian benchmark was found.

How Big Is the Online Audience in Colombia?
DataReportal counts 53.6 million people in Colombia (UN data, October 2025), growing 1.0% in a year. Internet users reached 41.7 million, with 11.9 million (22.2%) offline. Cellular connections total 83.0 million, which is 155% of the population, since many people carry more than one SIM.
Social media user identities number 37.7 million, or 70.4% of the population. DataReportal notes that platform figures are advertising reach, not monthly active users, and that changes can reflect platform corrections. Use them to size an audience, not to forecast sales.
Which Platforms Should a Colombian Small Business Prioritise?
Facebook reaches 36.4 million people, but DataReportal shows it fell 800,000 (2.2%) between July and October 2025, so growth has stalled. Instagram reached 21.6 million and grew 1.55 million (7.7%) in the year to October 2025. YouTube reaches 31.0 million.
TikTok's ad tools show 37.7 million users aged 18 and over, which DataReportal puts at 93.0% of adults, up 24.9% since the end of 2024. The report warns that Meta and TikTok changes may come from corrections. WhatsApp is not covered on the country page, so this guide gives no WhatsApp number. What Is Bre-B, and Why Does It Matter for Sellers?
Bre-B is the Banco de la República's interoperable instant payment service for low-value payments. Customers register a key such as a phone number, ID number or email, and send money between participating institutions. The central bank's Bre-B page says key registration opened in July 2025 and that full interoperability began operating on 23 September 2025.
On its first-anniversary page (October 2026), the bank reports more than 116 million keys, more than 36 million registered users, more than 1,700 million transfers and about 262.5 trillion pesos moved in the first year. It says 62% of operations were under 50,000 pesos and 37% used a QR code, with 245 entities connected.
For a small shop, that supports a QR code at the counter and a payment line in your ads. The page does not state fees, so check them with your bank.
Is Google Ads Available in Colombia?
Google's country-restriction page lists Crimea, Cuba, the so-called Donetsk and Luhansk People's Republics, Iran and North Korea. Colombia is not on that list, and the page gives no update date. Billing options still depend on your billing country and currency, so check them in the account.
No public source found for this guide gives a Colombian cost per click. A neighbourhood business should test a local radius and measure calls and map directions first.
What Do Colombian Rules Say About Customer Data?
Colombia's personal data regime rests on Ley 1581 de 2012, and the Superintendencia de Industria y Comercio (SIC) supervises it. Summaries of SIC opinions say it applies to personal data held in databases of public or private entities and excludes purely personal or household use.
Before you build a WhatsApp or email list from customers, record their consent and keep a way to delete their data. The exact consent wording and any registration duties were not verified against the statute for this guide, so confirm them with a Colombian lawyer.
What Does the Economy Look Like?
The World Bank lists Colombia's 2025 GDP at US$457.41 billion, GDP growth of 2.6% and GDP per capita of US$8,561.6. For pricing, that means a wide spread between cities and income groups, so segment your ads by city and by offer. Our Latin America overview compares neighbouring markets.
