Local Marketing in Madagascar for Small Business
Only 20.4% of Madagascar's 32.9 million people use the internet, so online marketing reaches a minority: 6.71 million internet users and 4.15 million social media identities, per DataReportal's Digital 2026 report. Facebook accounts for nearly all of that social audience (4.15 million). Instagram reaches just 261 thousand people. For most Malagasy small businesses, Facebook plus offline channels is the realistic plan, and online ads suit mainly urban and tourist-facing businesses.

How Many Malagasy People Are Online?
DataReportal counts 32.9 million people in October 2025. Of these, 26.2 million (79.6%) were offline. Internet users grew 2.4% in a year, the same rate as the population, so penetration did not move. Cellular connections reached 21.8 million (66.2% of population), up 11.1%. Many SIM connections do not mean many internet users.
Social media user identities were 4.15 million, or 12.6% of the population and 61.9% of internet users. Those are identities, not unique people.

DataReportal's late 2025 ad reach figures are small outside Facebook:

Facebook grew 16.9% in a year. DataReportal did not list TikTok, YouTube or WhatsApp for Madagascar in the page we opened, and no other source, so we give no figure for them. A café or salon in Antananarivo should start with a Facebook page, Messenger replies and a complete Google Business Profile. Can You Advertise on Google and Meta From Madagascar?
Google lists Madagascar as a billing country for Google Ads, with all currencies and payment methods shown as available, and English terms. Meta's table of ad account currencies does not list the Malagasy ariary, so expect to pay in another currency and check Ads Manager.
We could not find a public source for click prices, CPM or conversion rates in Madagascar, and we do not give any. Because only 12.6% of people are on Facebook, a campaign aimed at the whole island will waste money. Target by town and by interest instead.
What Is the Economic Backdrop?
The World Bank puts Madagascar's population at about 31.9 million (2024) and estimates poverty at 66.5% (2025). Inflation was 8.6% year on year in June 2026, and the central bank raised its policy rate by 50 basis points to 12.5% in August 2026. The first quarter of 2026 brought a political transition and two cyclones.

What Data Rules Apply?
DLA Piper's summary says Madagascar's data law is Law No. 2014-038 and that the regulator, the CMIL, was set up by decree in December 2023 but is not fully operational until all members are appointed.
It also says the law has no specific electronic marketing restrictions, but people can opt out of marketing use of their data. A news report says the CMIL is now operational. These sources conflict and are secondary, so the status is unverified. Ask a local lawyer before collecting customer lists.
